Vermont emissions testing rules

Vermont inspects every motor vehicle once a year, statewide, at about 1,100 licensed stations. The yearly inspection includes an emissions check: a visual check of the catalytic converter and gas cap for all vehicles, and an OBD scan for vehicles 16 model years old or newer.

Where testing is required

All motor vehicles in Vermont must be inspected every year, statewide, at about 1,100 official inspection stations.

“The State of Vermont requires, on a statewide basis, that all motor vehicles be inspected annually. There are approximately 1,100 official inspection stations that are licensed to perform vehicle inspections.”

Which vehicles are tested

Gasoline and diesel vehicles 16 model years old or newer with a GVWR of 8,500 pounds or less get the OBD inspection.

“In addition to the safety equipment inspection, gasoline and diesel powered vehicles that are 16 model years old or newer, having a gross vehicle weight rating of 8,500 pounds or less, must have an inspection of the OBD system to ensure that it’s working properly.”

What the test checks

The emissions check is a visual inspection of the catalytic converter and gas cap for all vehicles plus an electronic OBD check for vehicles 16 model years old or newer.

“The emissions check consists of a visual inspection of the catalytic converter and gas cap for all vehicles, and an electronic inspection of the On-Board Diagnostic (OBD) system for vehicles that are 16 model years old or newer.”

Failing the test and waivers

Low-income Vermonters whose vehicles fail the OBD II test may get repair help through the Automotive Emissions Repair Assistance Program (AERAP).

“AERAP provides financial assistance to low-income Vermonters for the proper diagnosis and repair of vehicles failing the emissions test component (On-Board Diagnostic II, or OBD II) of the annual State vehicle inspection.”
