“The following states do not have emissions testing: Alabama, Alaska, Arkansas, Florida, Hawaii, Idaho, Iowa, Kansas, Kentucky, Michigan, Minnesota, Mississippi, Montana, Nebraska, North Dakota, Oklahoma, South Carolina, South Dakota, Tennessee, Washington, West Virginia and Wyoming.”
