Arizona emissions testing rules

Arizona requires emissions tests only in the Phoenix and Tucson metropolitan areas, where a passing test is needed to register a vehicle. Vehicles registered outside those two areas (Area A and Area B) do not need an Arizona emissions inspection.

What the test checks

Newer vehicles get an On-Board Diagnostic test: the inspector connects to the data link connector and checks the check engine light.

Exemptions

Vehicles registered outside Area A and Area B (metro Phoenix and Tucson) do not need an Arizona emissions inspection; ADEQ offers a ZIP code look-up.

A vehicle out of state for at least 90 days before the registration expires can get an out-of-state exemption, or a test where it is.
