Connecticut emissions testing rules
Connecticut tests most vehicles every two years at privately owned test centers across the state. The test fee is $20.00, a late fee applies after the due date, and vehicles younger than four model years or model year 2001 and older are exempt.

Exemptions
Exemptions include vehicles younger than four model years, model year 2001 and older, 10,001 pounds GVWR or more, fully electric vehicles, motorcycles, farm vehicles, titled composite vehicles, bicycles with motors, vehicles not designed primarily for highway use and diesel Type II school buses under 10,000 pounds GVWR.

- “Full electric-powered vehicles (non-hybrid)”
- “Bicycles with motors attached”
- “Motorcycles”
- “Certain vehicles registered but not designed primarily for highway use”
- “Farm vehicles”
- “Diesel – Powered Type II School Buses; (under 10,000 lbs. GVWR)”
Registration and enforcement
A $20 late fee is charged when a vehicle is not tested within thirty days after its inspection period ends, or not retested within sixty days of a failure.

Where to get tested
Tests are done at privately owned service facilities certified by the program; you get a postcard at least 45 days before the due date.
