Maine emissions testing rules
Maine adds an emissions check to the safety inspection only for gasoline vehicles registered in Cumberland County. Vehicles from 1996 and newer get an on-board diagnostics test, and a failed OBD test must be repaired before the inspection sticker is issued.
Program changes
The enhanced program has been in effect since January 1, 1999, under 29-A MRSA §1751.

Where testing is required
All gasoline-powered vehicles registered in Cumberland County must get the enhanced inspection.
“The program requires that all gasoline-powered motor vehicles registered in Cumberland County be subjected to an enhanced inspection.”
What the test checks
1996 and newer vehicles get an on-board diagnostics (OBD) inspection, added in January 2000; a gas cap pressure test was added in January 1999.

Registration and enforcement
Since January 2001, a vehicle that fails the OBD part must be repaired before it receives a safety inspection sticker.
