Maryland emissions testing rules

Maryland's VEIP tests vehicles registered in central and southern Maryland counties and Baltimore City every two years, when the MVA sends a notice. New vehicles bought by their first owner get their first test 72 months from the model year; VEIP stations and 24/7 self-service kiosks handle the tests, and the first retest is free.

Where testing is required

VEIP applies to vehicles registered in Anne Arundel, Baltimore City, Baltimore, Calvert, Carroll, Cecil, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, Queen Anne's and Washington.

“Vehicles registered in the following counties are required to get VEIP inspections: Anne Arundel, Baltimore City, Baltimore, Calvert, Carroll, Cecil, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, Queen Anne's, and Washington.”

How often

Most vehicles are tested every two years, when the MVA notifies the owner (by email about 8 weeks before the due date). A new vehicle kept by its first Maryland owner gets its first test 72 months from the model year.

“Generally, vehicles must complete an emissions inspection every two years.”

  • “The MVA will notify you by email 8 weeks before your test is due.”
  • “First test will occur 72 months from the model year”

Exemptions

A waiver removes the test for the rest of the current cycle for eligible out-of-area military members, seniors and people with disabilities; a certified statement can exempt a vehicle permanently.

“A waiver eliminates VEIP test requirements for the rest of your vehicle's current test cycle. Waivers are available for eligible out-of-area military, senior citizens, and people with disabilities.”

Failing the test and waivers

A repair waiver requires at least $450 spent on emissions-related repairs; below that, the vehicle must be repaired again and retested. The first retest is free.

“If you have not spent at least $450 on repairs at the time of re-testing, your vehicle will need to be repaired again and undergo another test.”

  • “The first retest of your vehicle is free.”

Where to get tested

Self-service VEIP kiosks, open 24/7 and card-only, work with model year 2005 or newer vehicles under 8,500 pounds and 2008 or newer vehicles under 14,000 pounds.

“Self-service VEIP kiosks work with vehicles model year 2005 or newer (under 8,500 lbs) and model year 2008 or newer (less than 14,000 lbs.). Kiosks only accept credit cards.”

  • “Kiosks are open 24/7.”
