Indiana emissions testing rules
Indiana tests vehicles only in Lake and Porter counties in Northwest Indiana, every two years, through the Clean Air Car Check program. A 2025 state law (SEA 103) directs IDEM to work toward the eventual phase-out of the program, but testing is still required today.
Program changes
Senate Enrolled Act 103, signed on May 6, 2025, requires IDEM to identify strategies that would result in the eventual phase-out of the inspection and maintenance program. The program continues until that happens.

Vehicles registered in Lake and Porter counties that were built after 1975 and weigh 9,000 pounds GVWR or less get an emissions test and tampering inspection every two years.
“Vehicles registered in Lake and Porter counties are required to undergo emissions tests and tampering inspections every two years if they were manufactured after 1975 and have a gross vehicle weight rating (GVWR) of 9,000 pounds or less.”
How often
Odd model years test in odd-numbered years and even model years in even-numbered years.
“Vehicles manufactured in odd-numbered years are tested during odd-numbered years and vehicles manufactured in even-numbered years are tested during even-numbered years.”
Exemptions
Exemptions include the four latest model years and antique vehicles.
