New Hampshire: vehicle inspection and emissions program status

New Hampshire's vehicle inspection program, which included the OBD emissions check, is suspended until further notice. A state law had scheduled the program to end on January 31, 2026; a federal court ordered it kept in place, and after the state lost its inspection vendor the program was suspended. The state says the status may change.

Program changes

The state's public guidance of February 13, 2026 says the vehicle inspection program is suspended until further notice.

A state law had scheduled the program to end on January 31, 2026, but before that took effect a federal court ordered the state to keep the program in place.

“Under state law passed last year, New Hampshire’s required vehicle inspection program was scheduled to end on January 31, 2026. However, before that change took effect, a federal court ordered the State to keep the inspection program in place for now.”

The state warns that the status of the program remains subject to change.

“While the vehicle inspection program is currently suspended, the status of the program remains subject to change as the legal landscape continues to evolve.”

New Hampshire has asked the EPA to approve removing the inspection program from its federal air quality plan.

“New Hampshire has submitted a revision of the State Implementation Plan (SIP) to the EPA to remove the vehicle inspection program as a control measure to meet Clean Air Act requirements while ensuring continued compliance with air quality standards.”

Registration and enforcement

Stations may not issue state inspection stickers, and vehicles are not required to get an annual state inspection for now.

“Inspection stations will no longer be authorized to issue state inspection stickers and vehicles will not be required to obtain an annual state inspection at this time.”
